FSSAI Notification

The Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and Standards (Labelling and Display) Amendment Regulations requiring mandatory Front-of-Pack (FoP) Nutrition Labelling for packaged food products. This regulation is applicable to all food businesses with a Central or State FSSAI license manufacturing packaged foods.

What is FoP Labelling

Front-of-Pack Nutrition Labelling displays key nutritional information prominently on the front face of packaged food products. FSSAI's approach requires disclosure of:

The information must be displayed with HIGH/MEDIUM/LOW indicators based on reference values.

  • Total Sugar content (per 100g/100ml)
  • Total Sodium content (per 100g/100ml)
  • Total Saturated Fat content (per 100g/100ml)
  • Energy (Kcal per 100g/100ml)

Products Covered

All packaged food products where any of the three nutrients (sugar, sodium, saturated fat) exceeds prescribed thresholds:

  • Snacks, chips, namkeens
  • Ready-to-eat meals and instant foods
  • Beverages (juices, soft drinks, energy drinks)
  • Biscuits, cakes, confectionery
  • Breakfast cereals
  • Dairy products (flavoured milk, yogurt)
  • Any other processed/packaged food

Threshold Values (per 100g/100ml)

| Nutrient | Low | Medium | High |
|---|---|---|---|
| Sugars | <5g | 5–10g | >10g |
| Sodium | <120mg | 120–600mg | >600mg |
| Saturated Fat | <1.5g | 1.5–5g | >5g |

Implementation Timeline for Manufacturers

All new packaging must have FoP labels. Existing stock with old labels can be sold until applicable deadline.

  • Large manufacturers (turnover > ₹100 crore): Compliance required within 6 months of notification
  • Medium manufacturers (turnover ₹20–100 crore): Within 12 months
  • Small manufacturers (turnover < ₹20 crore): Within 18 months

Business Action Plan

  • Conduct nutritional analysis of all packaged products through NABL-accredited lab
  • Calculate per 100g/100ml values for sugar, sodium, and saturated fat
  • Determine HIGH/MEDIUM/LOW thresholds for each product
  • Redesign packaging to include FoP label on front face
  • Update FSSAI online portal (FoSCoS) with revised label details
  • Train packaging and quality teams on new requirements
