The 54th GST Council meeting has announced significant changes to GST rates that will impact small and medium businesses across India. The Council, chaired by the Union Finance Minister, has reduced rates on several essential items while rationalizing rates on others.
Key Rate Changes
- ▸Packaged drinking water (above 20 litres) — Reduced from 18% to 5%
- ▸Bicycles (priced below ₹10,000) — Reduced from 12% to 5%
- ▸Exercise notebooks — Reduced from 12% to Nil
- ▸Namkeen and savoury snacks — Reduced from 18% to 12%
Impact on Small Businesses
These changes are expected to benefit small traders, retailers, and consumers. The reduction in rates for daily-use items will help control inflation and boost consumption. Businesses dealing in these categories should update their invoicing systems and GST returns accordingly.
Action Required
All GST-registered businesses must:

- ▸Issue credit notes for any excess GST charged after the effective date
- ▸Reconcile stock as on the date of rate change
